As Mangala is malefic (Paapa Graha) by its nature, thus Tuesday generally is considered to be a day for Paapa Karmas (sinful, unethical, cruel actions) only if certain benefic work isn't specified for it. Its nature is cruel (in ancient Sanskrit - "Ugra" or "Karura"), thus all "cruel" works are good on Tuesday. In combination with "cruel" Nakshatras (Magha, Bharani, Poorva Phalguni, Poorvaashadha and Poorvabhadra Pada) activity related to this Nakshatras will be very fruitful. As for effectiveness - Tuesday is effective during night-time. This day is auspicious for everything related to red color, "warlike" works, working with overcoming problems and surgery (as Mangala, a ruler of this day, rules conflicts, problems, wars, etc.).
